Former Rep. Jesse Jackson Jr. reportedly admitted to other possible crimes committed by him and others as well as offered help in a federal investigation while on home detention in 2015.
U.S. Attorney Andrew Luger said the government would have had to establish without a reasonable doubt that the officers acted willfully, with the specific intent to do something the the law forbids.
