A 12-year-old boy in Maryland, accused of over 20 thefts, including stealing cars, has not been charged due to state laws preventing prosecution of children under 13 for property crimes.

Police, frustrated by his repeated release, have filed a Child in Need of Supervision (CINS) petition, and the Department of Juvenile Services is now involved.

Starting November 1, Maryland law will require automatic intervention for children under 13 caught stealing cars, but some, including Montgomery County State’s Attorney John McCarthy, question if it will lead to real change, as diversion programs are still lacking.
