For over 20 years, Antwon Temoney has worked in D.C.’s car impound lots, which have expanded from one to three locations. The newest lot houses vehicles with the highest unpaid fines, sometimes amounting to tens of thousands of dollars. Owners have 28 days to claim their cars before they are auctioned or scrapped.
