James is decribed as a black male, 6 feet tall and 170 pounds. Police say that he was wearing a white t-shirt, blue jeans and black boots at the time of the shooting. He may be armed with a gun and police say he is considered dangerous. If you see James, then please call police immediately at 301-772-4925.
